Speaking during a public gathering, Kioni explained that impeachment is not just a political process but a constitutional judgment that permanently disqualifies one from leading.
He noted that many citizens do not fully understand the consequences of impeachment, which is why some leaders who have faced the process still attempt to return to active politics.
“If we had proper civic education in this country, people would know what impeachment really means. Once you are impeached, the law does not allow you to seek any public office again. It is not just about losing one seat; it is about being declared unfit to lead,” Kioni said.
Although he did not mention names directly, his remarks came just a day after former Deputy President Rigathi Gachagua said he would still contest the presidency in 2027 despite his impeachment record.
Kioni suggested that such declarations only mislead citizens who may not be fully aware of their constitutional rights.
The Jubilee SG also used the occasion to remind Kenyans of the importance of the 2010 Constitution, which he described as a shield against abuse of power.
He said that without the protections in the Constitution, Kenya would have slid into deeper political and governance crises.
“The 2010 Constitution is something we must celebrate and protect. It has limited the powers of the executive and given citizens a voice. Without it, the situation in this country would be far worse than what we see today,” he added.
Kioni called on civil society and community leaders to take up the role of civic education, warning that the government alone cannot be relied upon to teach citizens about their democratic rights.
He stressed that an informed electorate is the strongest defense against manipulation by leaders who seek power despite being declared unfit.
