SHA Fraud Whistleblower Andrew Kipkirui Rotich Dismissed from Job

Andrew Kipkirui Rotich, the whistleblower who exposed alleged financial irregularities within the Social Health Authority (SHA), has been dismissed from his position, raising fresh concerns about whistleblower protection and institutional accountability in Kenya’s public sector.

Sources close to the matter confirmed that Kipkirui’s termination came just weeks after he submitted internal documents and testimonies to oversight bodies detailing suspected procurement fraud and misappropriation of funds within SHA’s pilot programs.

His disclosures reportedly triggered preliminary investigations by the Ethics and Anti-Corruption Commission (EACC) and the Public Accounts Committee.

While the official reason for his dismissal remains undisclosed, insiders suggest that the move may be linked to his whistleblowing activities, a development that has sparked criticism from civil society groups and transparency advocates.

“This sends a chilling message to public servants who dare to speak out against corruption,” said a representative from the Kenya Whistleblower Protection Network. 

“We urge Parliament to fast-track legislation that guarantees job security and legal protection for whistleblowers.”

Kipkirui, who served in SHA’s finance department, had flagged inconsistencies in supplier payments and raised questions about inflated contract values.

His revelations came amid growing scrutiny of SHA’s rollout and budgetary allocations, especially in counties where service delivery has lagged.
