Former Public Service Cabinet Secretary Justin Muturi has intensified criticism of Health CS Aden Duale, demanding his arrest over alleged massive irregularities in the healthcare sector. Muturi claims ghost hospitals and ghost patients are siphoning billions of shillings from taxpayers’ funds.
Addressing supporters in Kiambu after attending Martha Karua’s party delegation, Muturi highlighted what he termed the “ghost hospitals scandal.” He argued that this case alone demonstrates President William Ruto’s government’s failures, insisting it should disqualify the regime from reelection in 2027.
Muturi alleged that the Social Health Authority (SHA) has paid out more than Ksh10 billion to non-existent hospitals. He said the scheme routinely approves payments for patients who were never treated, calling it one of Kenya’s worst financial scandals.
He cited Mandera and Wajir counties as examples of areas hit hardest by the ghost hospital scheme. According to him, residents there continue to suffer from poor medical services while large sums of money are directed to imaginary facilities.
Muturi demanded that Aden Duale personally appear before the Directorate of Criminal Investigations on Kiambu Road. He pressed for answers on how the non-existent hospitals were approved, who authorized payments, and why billions vanished without accountability from senior health officials.
The former CS tied the scandal to broader governance failures under the Kenya Kwanza administration. He pointed to a recent auditor general report which exposed ghost schools, showing Ksh800 million diverted for nearly 50,000 non-existent students in the education sector.
He explained that each ghost student was allocated Ksh16,000 annually, yet no investigations have led to prosecutions. Muturi lamented that despite evidence, neither ministry officials nor those who released the funds have been held responsible in any meaningful way.
“This is the second reason Ruto must go,” Muturi asserted. He accused the government of tolerating financial abuse on a grand scale, emphasizing that stolen money originates directly from citizens’ contributions, worsening Kenya’s healthcare and education crises simultaneously.
Muturi concluded by reiterating his call for swift legal action. He said the ghost hospitals scandal represents a clear case of fraud within the Ministry of Health, demanding that Aden Duale and other responsible officials face justice without further delay.
