Speaking during the ICPAK 42nd Annual Seminar in Mombasa, Raila said he still holds the title because there is no one else in that position today.
Raila became Kenya’s second Prime Minister in 2008. This came after a serious post-election crisis, which led to a power-sharing deal between him and President Mwai Kibaki.
He said the Prime Minister position was not removed in the right way, and since no one else has taken over the role, he should still be called Prime Minister.
“There cannot be a former Prime Minister because there is no current Prime Minister,” Raila said.
He added that this title is important and shows the role he played in helping the country during a hard time. He reminded Kenyans that his leadership brought peace after the 2007 election violence.
During his speech, Raila also spoke about the Constituency Development Fund (CDF). He said it should be removed and MPs should stop giving bursaries or doing development projects.
Instead, Raila wants county governments, especially governors, to be in charge of bursaries and development money.
He said MPs and MCAs should focus on making laws and providing oversight.
“Let leaders do their real jobs and stop handling money. That work should be left to governors,” he said.
Raila also made it clear that the ODM party is not part of President William Ruto’s government.
He said they only agreed to help on some issues through a Memorandum of Understanding (MoU), not through a coalition or official partnership. ODM’s support, according to Raila, is only based on important national matters.
He also reminded the country of the role ODM played in bringing peace and reforms during tough times in the past. He said this history should not be forgotten.
