Former Orange Democratic Movement (ODM) party leader Raila Odinga's dream, of having the National Government Constituency Development Fund (NG-CDF), scrapped and its money transferred to the county governments management has today fallen on deaf ears.

This is after the court of appeal ruled that the NG-CDF kit is not unconstitutional as the High Court ruled earlier.

According to the latest ruling made by the Court of Appeal as reported by Citizen Digital, the ruling by the High Court that NG-CDF is unconstitutional as been overturned.

Therefore the kitty should continue working, and continue being managed by the members of parliament.

It should be remembered that the former premier was against the idea of letting the kitty being managed by the MPs. Where he was proposing for its scrapping and disbursement of that money to counties.
