In a strongly worded letter to Inspector General of Police Douglas Kanja, Gachagua accused local leaders and police of turning a blind eye to an organized group that, he claims, has vowed to disrupt his political activities in the area.
The letter, dated Wednesday, November 12, 2025, was released to the media after a video circulated on social media showing several individuals making threats directed at the former DP and his supporters.
The men allegedly linked to a local county boss were heard promising to block Gachagua’s entry into Mbeere North and “teach him a lesson” if he dared to campaign there.
“Despite the existence of evidence and information in your custody, these persons have not been arrested or charged. We demand their immediate arrest and arraignment under the penal code before the upcoming by-election,” Gachagua wrote.
He insisted that the people of Mbeere North must be allowed to freely elect their preferred representative without intimidation or interference.
“No one should force a candidate on the people. Every Kenyan deserves to vote for a leader of their choice without fear,” he added.
Gachagua confirmed that he would proceed with his planned visit to Mbeere North from November 16 to November 24, where he is expected to campaign for a candidate allied to the opposition.

He warned those plotting to stop him that his constitutional rights to movement and political participation would not be violated.
“Take note that I will be in Mbeere North to campaign for the candidate of my choice in full exercise of my constitutional rights,” he stated.
The Mbeere North parliamentary seat fell vacant after President William Ruto appointed former MP Geoffrey Ruku as Cabinet Secretary for Public Service.
Following the vacancy, Gachagua’s DCP party announced that it would not field its own candidate, opting instead to support the Democratic Party (DP) associated with former Public Service CS Justin Muturi. The by-election is scheduled for November 27.
Adding weight to Gachagua’s concerns, Chama Cha Kazi (CCK) Party Leader Moses Kuria on Tuesday evening alleged that a section of political operatives was planning to cause chaos during Gachagua’s tour.

Kuria claimed that the group intended to pose as CCK supporters and attack Gachagua’s convoy over what he described as a “fabricated” Ksh10 million debt.
Kuria, a former Cabinet Secretary and long-time ally-turned-critic of President Ruto, warned that such incidents risked plunging the country into political instability ahead of the 2027 general election.
ICC Warning to Police Chief
In his letter, Gachagua further accused Inspector General Kanja of negligence, warning that continued failure to provide security or act on credible threats would have legal consequences.
“On account of continued irresponsibility, omissions, and commissions in the performance of your duties, you will be held personally responsible before the International Criminal Court (ICC),” the former DP warned.
Gachagua argued that the police had repeatedly ignored incidents targeting his supporters during previous rallies and that the same pattern seemed to be repeating itself in Embu County.
He also cautioned that attempts to use state machinery to silence the opposition would be met with legal and political resistance, adding that Kenya’s democracy must not be sacrificed for political expediency.
The developments come as political tensions continue to rise across the Mt. Kenya region following growing divisions between Gachagua’s DCP and the ruling United Democratic Alliance (UDA) party.

Gachagua has positioned himself as the face of the emerging opposition movement that brings together several small parties under one umbrella.
Despite the threats, Gachagua maintained that his team was prepared to continue campaigning peacefully while appealing to the police to guarantee security for all candidates and voters.
“I remain committed to peaceful politics, unity, and respect for the rule of law,” he concluded.
