William Ruto Reveals Oburu Oginga Presented Names of Broad-Based CSs Wandayi, Mbadi, Oparanya and Joho from ODM

President William Ruto has revealed that veteran Orange Democratic Movement (ODM) leader Oburu Oginga, elder brother of the late Raila Odinga, formally submitted the names of Cabinet Secretary nominees from ODM under the broad-based government arrangement. 

This disclosure offers insight into the behind-the-scenes negotiations that shaped Kenya Kwanza’s partnership with ODM following the March 2025 handshake with Raila Odinga.

Speaking during a development tour in Kisumu, President Ruto explained that Oburu played a key role in presenting names of ODM-affiliated individuals for Cabinet appointments. 

“Oburu Oginga came to me with the names of those who would represent ODM in the Cabinet. It was a moment of great honour and responsibility, and I appreciated the trust placed in our administration to deliver on the promises made,” Ruto said.

The announcement comes amid growing public interest in the composition and function of the broad-based government, especially after Raila Odinga’s passing. 

The Kenya Kwanza-ODM partnership is based on a 10-point agenda that includes economic reforms, youth empowerment, gender equality, and strengthening devolution.

Political analysts note that Oburu’s involvement was not only symbolic but also strategic. Having worked closely with Raila for decades, Oburu was trusted to ensure continuity in ODM’s leadership and to safeguard the party’s legacy in national governance. 

His submission of names was a signal that the party remains committed to its principles and to the coalition’s objectives.

The individuals presented by Oburu were chosen to reflect regional balance and professional competence, showing ODM’s dedication to creating a Cabinet that represents Kenya’s diversity. 

The nominees were later confirmed through a consultative process involving both Kenya Kwanza and ODM, focusing on integrity, merit, and alignment with national development goals.

By acknowledging Oburu’s role, President Ruto clarified that ODM’s participation in government is substantive, not merely ceremonial. 

The move also reinforces the legitimacy of ODM’s stake in decision-making and highlights the seriousness with which the coalition agreement is being implemented.

Insiders say that Oburu’s involvement reassures party members that ODM’s influence continues even in the absence of Raila Odinga. 

President Ruto further emphasized that his administration is dedicated to implementing reforms across agriculture, ICT, mining, and the blue economy. Efforts to reduce the cost of living and promote inclusive governance were also highlighted. 

Leaders from both Kenya Kwanza and ODM were urged to stay focused on service delivery, national unity, and bridging political differences.
