A special audit has revealed a staggering Sh.1.7 billion unexplained expenditure in high-profile sporting activities at the Sports Ministry.
The 2021 World Safari Rally Championship, a promise made by retired President Uhuru Kenyatta, has come under scrutiny, with Auditor General Nancy Gathungu's report highlighting Sh845 million unaccounted for in the WRC alone.
The audit also questions Sh867 million spent on the 2020 International Amateur Athletics Federation under 20 event.
Notably, Sh131 million allegedly spent on helicopter hire during the WRC has raised eyebrows, as there is no evidence of their actual use.
Dubious spending on car hire services amounting to Sh232.9 million has also been flagged, and a 45% contract variation for the presidential pavilion, without documentation, incurred Sh48.3 million above the budget.
“We noted that the hire of helicopters and aircraft services payment of Sh131,416, 184 was not supported with journey manifests,” the report reads, as reported by The Star.
Despite the questionable spending, Gathungu has noted Sh550 million pending bills from the WRC, indicating potential troubles for suppliers.
The report also exposes Sh747 million spending by the IAAF U20 steering committee after an unlawful term extension, urging them to explain the irregularities.
“The IAAF steering and organising committee had an irregular extension of their term in office and incurred unbudgeted expenditures totalling Sh747,406,329 after the expiry of the term,” the explosive report indicates.
The events, significant to President Uhuru's legacy, have become a focal point for the Auditor General's scrutiny of taxpayer money in hosting international sporting activities in Kenya.
