Defending the National Government Constituency Development Fund (NG-CDF), the former Bungoma senator, emphasized that the fund has greatly contributed to the development of education and infrastructure at both grassroots and national levels.
Despite calls from some quarters to abolish it, the Ford-K party leader said the fund has brought major transformation in the education sector for over two decades.
“NG-CDF has brought real change. When I first entered Parliament, it did not exist. Since its establishment, the projects it has funded have significantly transformed people’s lives,” Speaker Wetang’ula said.
He noted that although the courts had once declared the fund unconstitutional, Parliament amended the law to make it constitutionally valid.
“The prudent use of public funds is clearly demonstrated through NG-CDF projects. In every village, projects such as classrooms, laboratories, or health centers have been funded by this kitty,” Wetang’ula added.
This comes after Former prime minister, Raila Odinga has consistently maintained that MPs should not manage the fund, proposing instead that it be transferred to county governments.
According to Raila, such a move would improve efficiency, strengthen devolution, and enhance service delivery to citizens.
“In this new devolved system, CDF no longer makes sense,” Raila stated.
